All I can say is that the U.S. 7" 45 single was edited
and slightly slowed down. I timed it at exactly 4:11

I've got the promo 7" (same track both sides) timed at 4:14.5, played on a pitch-locked SL-1200M3D, zooming in with a wave editor, and listening with the volume cranked.
This jives with Pat's database, which says (the actual 45 running time is (4:15) not (4:10) as stated on the record label; dj copies of this cd single run (4:14) the "short version" not (4:10) as stated on the cd and (5:14) the "radio edit")
That said, the last few seconds of the fade are very quiet.

On MusicBrainz you can search for the artist and then follow links to get to a list of recordings, then look at the ones with the duration you want to find the releases they're on, and then the release pages usually have Discogs links. I've gone ahead and done that for you:
Hot Summer Hits '89 (Dutch compilation CD)
Club Hits '89 Volume 1 (Dutch compilation CD)
The Chart Show: Dance Masters (UK compilation CD)
Ladies of the 80's vol. 1 (German compilation CD; printed duration incorrect)
These are all pretty cheap, but are not currenntly available from any sellers based in the U.S., so shipping costs make it pricey... though not as pricey as the promo CD single.
The only US CD mentioned is TM Century GoldDisc 164, which is not yet on Discogs.

Thanks! Well I have that US promo CD Single.
I'll assume, then, that the japanese CD single's version is the actual "Short version" appearing on the US promo CD Single.
In short, I still need that japanese CD single because of the instrumental version (it would be the only known digital source for it).

Yeah, so far I've never run across exclusive edits of western music on Japanese CD singles. Definitely there are some rare edits, but always a version available on some other release somewhere.

Thanks so much for letting us know!
Now if I could reconstruct the Instrumental version from the japanese CD single, I'd be done with gathering all the official mixes of "The Lover In Me" (from digital source as a priority, if available) :)
