Yes, anything that is in mono can now technically be made into a digitally extracted stereo mix, thanks to new software available over the past several years. It's not a simple thing to do, though. Based on what I know about audio editing, just a few minutes of music can take an estimated 40 hours to remix when done properly and carefully so that no digital artifacts can be heard in the end result.
