Both my commercial and promo 45s for this song state a listed time of (3:59), but both have an actual time of (4:03).

Can the 45 version of "Emergency" be replicated by editing down the LP version, or are there mix differences?

The 45 is remixed, so you can't use the LP version to create it.

There is a recent deluxe edition CD release of the parent album on the UK Big Break label (a Cherry Red label). It's a two disc set with the first disc including the entire LP plus five bonus tracks. Track eleven on this disc is marked single version for the title track ("Emergency"). The second disc has a bunch of 12 inch mixes and other rarities (for a total of eleven additional tracks). I can't guarantee this new release has the "correct" remix/single version of "Emergency" but just wanted to pass along this info for anybody still searching for this top 20 hit from '85.

The single mix I previewed is definitely from tape and
sounds excellent. No brick wall or loud levels, bright,
clean EQ. On the CD it runs 4:06.
Sounds like it has a few extra seconds at the fade.
