This is another track that slows down at the end of the song, caused by tape drag or something like it (see the thread for Taylor Dayne's "Tell It To My Heart").

The LP version does not show the tape drag effect. The following CDs have a consistent tempo of 87.1 BPM from start to finish:
  • Rock The First Vol. 3 (Sandstone D233043-2, 1992; 4:53; mastered by Steve Hoffman and the best-sounding of the bunch)
  • Rock On 1988 (Madacy ROK-2-1988 Cema S21-18694; 1996; 4:55; digitally exactly 0.5 dB louder than Rock The First Vol. 3)
  • Body Talk - Just For You (Time-Life R834-02, 1996; 4:56; different EQ than above two)
  • Mystic Music presents Sweet Love (Warner Special Products OPCD-3537, 1996; 4:55)

The following CDs have the single version of the song and don't have the tape drag effect. They also run at 87.1 BPM from start to finish:
  • The Top Ten Hits Of Expose (Arista promo ASCD-2483, 1992; 4:18)
  • Sounds Of The Eighties - 1986-1989 (Time-Life R988-21, 1997; 4:18; mastered too loud, clips a bit at the end of the song)
  • This Is Music 4 (Quality Canada QRSPD-1077, 1988; 4:13; runs about 0.2% too slow at 86.9 BPM throughout)

The following CDs do show a small amount of tape drag, running 87.4 BPM at the beginning and about 86.5 BPM at the end:
  • Everything '80s (Razor & Tie Warner Special Products OPCD-4560, 1995; 4:17)
  • After Hours (Silver Eagle Warner Special Products OPCD-4523, 1990; 4:18)
  • Starland Music presents Lost In Love (Warner Special Products OPCD-4548, 1994; 4:17; cuts off fade-in intro and begins at first note)

Upon further examination, "Seasons Change" on the GH collection fades at 4:16, a tad bit short of the 4:18 listed above.

Edited to add: I bought some of the tracks via digital download from Napster, including this one.

I have the Expose Greatest Hits disc on Arista 18773 and I hear no tape drag problem on "Seasons Change". The sound quality and audio levels are excellent on this CD.

Abagon reports the actual commercial 45 run time of "Seasons Change" is 4:10, not 3:58 as stated on the record label.
