A new cd release titled "Fired Up! 2" on the Razor & Tie label includes the song "He Wasn't Man Enough" by Toni Braxton running 4:43. The liner notes state this is a radio edit but this is also the longest running version of this song yet to be released in the US on cd so my question is what is this an edit of?

You got me here, Pat. Every version of "He Wasn't Man Enough" I've seen so far on commercial and promo single copies has been the 4:21 album version.

Speaking of "He Wasn't Man Enough", I notice the song only runs 3:59 on Toni Braxton's Ultimate CD. I compared this version with the 4:21 version on my Promo Only CD and found that the chorus loop from 2:33 to 2:55 is edited out on the Ultimate disc. By my account, the 4:21 promo CD version is identical to the commercial single and album version. Unless there's another radio edit out there I'm not aware of, this 3:59 version should probably contain the comment: (neither the 45 or LP version).

I found the (3:59) version of "He Wasn't Man Enough" on an import cd single that states it was made in the EU and it is called a "radio edit". So there could possibly be another US cd single of this song that has not come to our attention.

That's because its a UK and Brazil Radio Edit, not a US one. I would label it a [UK Edit].
