The commercial 45 (Epic 34-73778) has:
A: Power Of Love/Love Power (Master Single Version) (printed and actual 4:18)
B: Power Of Love/Love Power (Instrumental) (printed 6:43)
The "Master Single Version" is an edit of the LP version. It appears on Sounds Of The '90s - 1991 (Time-Life R614-02, 2001; runs 4:18), but the sound is compressed/maximized. I prefer the sound on the LP version, so here are instructions for recreating the "Master Single Version", based on timing for the LP version on the CD Spotlight On Hits Vol. 1 (a digital clone of the Power Of Love CD version):
Keep the intro and 16 beats from 0:00.0-0:41.5.
Remove the 32 beats from 0:41.5-1:02.3.
Keep the 196 beats from from 1:02.3-3:09.7.
Edit on downbeat on first syllable of the word "power".
Remove the 96 beats from 3:09.7-4:12.1.
Keep the 12 beats from 4:12.1-4:19.9.
Remove the 4 beats from 4:19.9-4:22.5.
Keep the 36 beats plus the portion until the kick drum about 1 second after the downbeat from 4:22.5-4:46.9.
Edit on kick drum.
Remove the 32 beats from 4:46.9-5:07.7.
Edit on the backup singers singing the word "love".
Keep the 48 beats minus the the portion after the kick drum about 1 second after the downbeat at 5:07, from 5:07.7-5:37.9.
Edit on downbeat.
Remove the 32 beats from 5:37.9-5:58.7.
Keep the 40 beats from 5:58.7-6:24.7, with a 16-beat fade from 6:14.3-6:24.7.
Your mixdown will run 4:17, with edits at 0:41.8, 2:48.9, 2:56.7, 3:21.1 and 3:51.3, with a 16-beat fade from 4:06.9-4:17.3.

Does anyone know if the radio edit from "Power Mixes" can
be recreated from the "Powerful Mix?"

It doesn't appear so. The 5:20 Radio Edit has a unique intro compared to the Powerful Mix. While the Powerful Mix opens with the acapella background vocals and eventually adds the rhythm track, the Radio Edit begins
with keyboard pads and runs through the same Luther vocals as the intro of the original LP and Master Single versions ("When I say goodbye, it's never for long...", etc.) before the beat hits at about 0:31.
Also, to be clear, the keys behind the intro vocals on the 5:20 Radio Edit are different to the ones on the LP and Master Single versions, so you could not creatively combine the LP intro and part of the Powerful Mix to
help create the "Radio Edit".

Ok...gotcha. Appreciate the info. Do you know of a link
to that radio edit so I can review? I can't find it on
YouTube or through a regular Google search.

Welcome aboard! I know you'll discover a wealth of knowledge
here about differences in versions, mixes etc.
Regarding Luther Vandross, there are a number of CD's listed
in Pat Downey's database already containing the 45 version. I
highly recommend you subscribe to the database and it may
save you some money in the long run as you may already own a
CD that contains the version you're looking for.

This version was never on a 45. It was on a promo CD and
12", both of which are listed fairly cheap on discogs.

Yeah-- it's kinda weird. I cannot find even a trace of its audio on Youtube, blogs, etc. I got the details from a rip of the promo CD.
