There were at least 2 promo copies of this. Mine has a white background with a picture of her with a "thought balloon" with the title inside. This has 2 tracks:
1-Edit (3:52 listed)
2-Album version (4:26 listed).
I believe the only difference is an early fade on the short version.

We also received (I don't have this) one on the "standard" WB silver promo disc with only the edit.

There may have been a third CD with a club mix on it. At the time the station I was at had a Saturday night mix show, and we played a dance mix of this song. I don't recall whether we had a separate CD with this mix or if it was from one of the music services we subscribed to.

Hykker, your memory is exactly right about the dance mixes promo CD. I don't own it, but we received a copy at my old station. Here's a track list I found online:

Where Have All The Cowboys Gone - E-TEAM DRUGSTORE COWBOY RADIO EDIT 3:54 (mixed by DJ EFX and Big Ed)
Where Have All The Cowboys Gone - SYLKSCREEN RADIO EDIT 4:17 (mixed by King Britt & John Wicks)
Where Have All The Cowboys Gone - EDIT 3:47

FYI, the "thought balloon" promo CD single that Hykker has earlier detailed is PRO-CD-8448, and here are the actual times:
1-(listed 3:52; actual 3:46)
2-(listed 4:26; actual 4:25)

Also, the dance mixes promo that Aaron recently detailed is PRO-CD-8658-R, and here are those actual times:
1-(listed 3:54; actual 3:57)
2-(listed 4:17; actual 4:10)
3-(listed 3:47; actual 3:46)

Finally, I own a commercial CD single with 10 tracks on it (9 43854-2). I'm fully detailing this because it's quite complete, and actually appears to be THE one to own if you only want one CD single. Here is all the info for it:

2-E-Team Sexuality Mix (L & A 6:57)
3-Sylkscreen Remix (L 4:54; A 4:53)
4-Sylkscreen Bone Mix (L 4:52; A 4:51)
5-Sylkscreen Dream Mix (L 4:54; A 4:53)
6-Sylkcity Jazz Mix (L & A 4:54)
7-Dekkard's Rancho Pepe Mix (L 9:40; A 9:39)
8-E-Team Cowboy Drugstore Radio Edit (L & A 3:57)
9-Sylkscreen Radio Edit (L 4:11; A 4:10)
10-Album Version Edit (L 3:47; A 3:46)
