The song "I'll Be Missing You" appears on the Diana, Princess of Wales: Tribute CD, in a version that runs (4:03), or about a minute shorter than the 45 version. Anybody have any idea where this version came from?

If it is simply an early fade of the version found on the CD maxi single, then that is the DJ edit. The promo single fades the song to about (4:03).

A friend of mine just gave me an extremely rare and unique promo CD single of "I'll Be Missing You." It simply credits Puff Daddy, and it's on a factory pressed disc with plain black lettering. There is no artwork, but it does have a catalog number:
BBPCD-9111 RE-1
1. Special Version (printed 4:15; actual 4:30)
I had never heard this version before, but it combines "Every Breath You Take" by The Police with the Puff Daddy version. It sounds like a bit of a rush job, and I'd bet money that Puff Daddy did not have a hand in it. It's a little sloppy, but still it's cool to hear.
The standard promo CD single contains the following:
BBPCD-9095
1. I'll Be Missing You (printed 4:00; actual 4:03)
2. We'll Always Love Big Poppa (printed 3:42; actual 3:43) (This is a different song performed by The Lox.)

Could the version be taken from Puff and Sting's performance at the MTV VMAs (or maybe that was what they used at the performance)?

Nope, I remember that performance, and Sting sang live. The version on this promo contains both of the original recordings spliced together in sort of a medley arrangement. Like I said, it's a cool concept, but the editing is a bit lackluster.
HOWEVER, the MTV performance could have been the inspiration for this version.
