Does anyone know if the 45 version can be created from the LP version?

The 45 is remixed and cannot be edited from the LP.

The 45 version was available on iTunes on the "Bonus Track Version" of the Very Best Of Mick Jagger album. Unfortunately, it doesn't look like any Mick Jagger material is currently available on iTunes, and I can find no evidence that the "Bonus Track Version" ever had a physical release.
By the way, iTunes censored the word "Mick" (spelling it "M**k")

Rhapsody has the bonus tracks version of Mick's Greatest Hits. However, "Lucky In Love" has a run time of 5:02, not 4:45. Is this the 45 version but :17 longer, or a neither?

This one might need further review. I have two different actual lengths for this one. One runs 4:41 and the other runs 5:11. They are both dubbed from the promo 12" that has the "Short Version" and "Long Version", but I don't have the record in my possession to check printed run times.

I have "The very best of Mick Jagger CD and the song is
designated as the single version and is timed at 5:02.
However, the CD is an import.

Has anyone been able to actually time a US commercial 45? I only have the Canadian commercial 45 which states a run time of 4:45 but actually runs 4:50 (give or take a second). The label describes it as the "Long Version" and as a remix by Francois Kevorkian and Ron St. Germain. It has both a cold intro and a cold outro. The track I purchased off iTunes Canada was described as "Lucky In Love (Single Mix) [Bonus Track]" from the album "The Very Best of M**k Jagger (Bonus Track Version)" and is identical to my Canadian 45.
It appears that although a version of the CD with a bonus DVD was released in some countries, the "Bonus Track Version" was only released digitally.

There must be two digital versions, one in the U.S. and one in Canada, because the Rhapsody version runs in the u.s. runs 5:02. The Best of Mick Jagger w/ bonus tracks isn't even available on the U.S. iTunes.

Did some Googling, and apparently the single mix is only available on the 'Deluxe Edition', though I've been unable to locate a digital download for purchase.

Ended up purchasing a commercial 45. Now, the question is, does anyone know the edit points to recreate the 3:57 DJ 45 edit?

Almost four years later, I realized that I made a major goof when I posted this info. The song I was referencing in this post is "Just Another Night" and not "Lucky In Love."
There was, however, also a promo 12" for "Lucky In Love" that contained the long and short versions with actual running times of 4:46 and 3:59.

Same for the promo 7".
To answer John's question, I don't think you can derive
the short version from the long one. Both files are
unique until 3:40, at which point the long version vamps
to a cold ending, and the short version repeats the
chorus, but there's some unique audio (Mick singing "Yes")
that I don't hear anywhere else on the track.
