My commercial 45 has the same "vitals" as yours, Pat. (3:55) listed, (3:51) actual. And my promo 45 does have listed times of (3:20) and (3:55), as you state. But the actual time for my "Edited Version" side is (3:17), and the actual time for my "Original Version" side is (4:06), which seems to be the LP length. If you'd like my promo 45's deadwax info, Pat, let me know.

Jim, I timed my dj promo and found the following:
the mono side states (3:55) and runs (3:51)
the stereo side states (3:55) and runs (4:07)

Good info, Pat. Obviously, there must be two different promo 45s. My deadwaxes:
Listed (3:20), Actual (3:17):
STXS-0323-2 SS-01076-PP L NIX
Listed (3:55), Actual (4:06):
STXS-0154-2 SS-00 (then some crossed out numbers) 938 PP L NIX
