is the 12" version of the song that is on listed in the database as
(S) (5:41) RCA/BMG Heritage 58615 Private Eyes (Deluxe Edition) (12” single version)
the remix version and could it be edited down to match the 45 version which is a remix???

Yes and yes. You can make the following edits to the 12" version to recreate the 45:
Delete part of intro from :18 to :26
Delete 3rd guitar riff in intro, :35 to :39
Delete the long instrumental from 3:00 to 4:26
Fade the resulting edited file so that it fades out at about 3:31
