I found out where the 3:46 version first appeared on CD (denoted as faded :16 earlier than the 45 or LP).
It turned up first on a 2-CD set called Sessions Presents Night Beat (Warner Special Products OPCD-4515, released 1988).
I found a few digital clones on After Hours (Warner Special Products, 1990), Sounds Of The Eighties - 1982, and Solid Gold Soul - '80s Rhythm And Grooves (Time-Life, 2001).
I found others with sound quality extremely close to the above (based on the same analog transfer), on Only Dance 1980-1984, Starland Music Presents Rockin' USA (1994), and The "A" List - Disc 12.
They all come from Night Beat.
The commercial 45 is labelled 3:46, but runs 4:02. I don't know if there was an early fade on a promo 45, or if the producer of Night Beat was trying to match a 3:46 time and faded the track early.
