Love the chorus of this song...
The 45 is an early fade of the LP version.
The 45 length was on a promo sampler called The AC/CD
Sampler February 1988 (Columbia CSK 1036, rel. 1988),
where it had a printed and actual time of 4:28. The CD,
like quite a few late '80s CBS sampler discs, had a
slight indexing error. For this track, the first 0.03
seconds are cut off, and there's a tiny bit of track 2 at
the end of this track. It's track 1 on the CD, so it's
actually pretty difficult to extract the proper audio
because it's pre-track-1. It's really no big deal - if I
hadn't pointed out the missing 0.03 seconds, you'd never
know.
Since it's not likely that you have this CD, here are
editing instructions of the LP length from the great-
sounding CD Past To Present 1977-1990:
Put a 32-beat sinusoidal fade from the downbeat at 4:08
to 4:28.
Pretty straightforward.
(BTW, please PM me if you have any of the late '80s CBS
Samplers.)

The Toto compilation 'Greatest Hits ... And More' (2002)
is a great resource for single versions and a few
rarities like Moodido.
Most (if not all) of the Toto 7'' single versions are
included there, and it is still easy and cheap to find:

That is a great collection, but it lacks the single versions of at least two of their hits, "I Won't Hold You Back" and "Stranger In Town".
Regarding "Pamela", I seem to recall hearing it on the radio with an abbreviated intro. I think they cut out the build-up part of the intro
and had it start at about :19 or 20 seconds in where the quick drum hits and "Oww!" vocal comes in. Does anyone else remember hearing it
that way?

Yes, that's very true.
It's very difficult to get those 2 7'' versions on cd.
Have you got any info where to find them?

This CD would seem to have the single version of
"Stranger In Town", if the running times listed are
correct.

City/release/9616807
It also has a shorter version of Starship's "We Built
This City", so it's possible it may be the promo edit
without the DJ banter.
As for "I Won't Hold You Back", I have a VA Comp called
"Precious Rock" with a version that runs about 4:31
which is still shorter than the 45 running time. And I've
never actually checked to see if it has the same edits
that the 45 has.

If I recall isn't I Won't Hold You Back just an early fade/edit of the LP version?

I seem to recall at least one edit in the 7” version. It’s been a while,
though, since I compared.

I don't think I remember hearing it in this manner.
However, I would venture a guess that due to the long
intro, the radio jocks couldn't help themselves to
chatting over it regularly.
