Not quite, no. As I just emailed Ed (who provided me with the 45 copy), there's one extra line before the end of the fade on the single. The album version ends with, "Oh, what a fee--li-in..." The single continues one more line, lasting about four seconds: "... when we're dancing on the ceiling."
In addition, even if you shave off the crowd noise from the opening of the album version, one little faint "whoo!" in the left channel overlaps the first couple of drumbeats. That is not present on the 45 at all.

The version on "Definitive Collection" can be used to create the 45 version. Unlike the true LP version, the copy on "Definitive" does not have the overlap and does have the extra line found on the single.

As Aaron indicated above, you can create the 45 version
from the Definitive Collection. Chop off
everything before the opening drumbeats. The resulting
file runs 4:22.

I found an interesting oddity. From the descriptions
above the LP version has the same vocals at the end as
the 45, but fades a tad earlier.
But I just happened to be on Google Play and I listened
to the end of the song in the digital album. In the
digital version the end vocals are different. The intro
is the same with the crowd noise overlapping the first
few beats BUT the last 10-15 secs contain vocals I only
ever heard in the 12" single version. The last line heard
is "we're gonna dance all night!"
So I checked each digital version on the assorted "hits"
comps by him. All the digital hits comps that the
database lists as the CD having the "LP version" contain
this alternate ending version online.
The digital version of "Definitive Collection" has the
mix described above.
This is fascinating to me because I can't think of a
logical reason for this alternate version to exist and
why it became the online album version. Very odd.

Given what we know so far, the entire thing seems odd, especially that
Definitive Collection would have the crowd noise on the intro but doesn't
match the 45 (no crowd noise at all) or vinyl LP (overlapping crowd noise).
Again, I'm going by other folks' descriptions of the LP version, as I've never
played the vinyl LP. There's a really good chance I have it in my collection,
though. I'll check when time permits.
To sum up the versions we've discovered so far:
- 45 version (no crowd noise on the intro; slightly longer fade out than LP)
- LP version (crowd noise overlaps opening drum beats; slightly shorter fade
than 45)
- Definitive Collection version (matches 45 but has the LP intro crowd noise
tacked on)
- Digital LP version (different lyrics on the fadeout compared to vinyl LP
version)
Again, I'm basing my description of the vinyl LP version on Brian's post above.

This version also exists on the international 2 CD
version of Lionel's "Definitive Collection" which is
credited to both him and the Commodores. Does anyone
know when this version originated? Except for the crowd
noise edit, I don't recall any other versions circulating
when the song first came out in 1986.
