Thanks to Jim, he just informed me that his station received an official Elektra CD-R for "How's It Going To Be," which is the version they played on the air. It is an edited version that runs (3:18). There are two edits. The intro is cut off so that the song starts where the drums kick in. The second edit is clunky sounding. On the album version, it would cut out the section between 2:45 and 3:26. It doesn't edit on a beat, and the song goes off beat at the edit.
I'm guessing the reason they put out this edit was to get rid of the "yelling" verse and to get into the song quicker, since the album version has a very long intro. My station always cut off the first few seconds of percussion (whatever that sound is) and started where the guitar kicks in. I don't know that there was an official promo version that removed only this part of the intro, though.
