I recently found a promo 45 of Roll Me Away which had an
"edited version" (noted on label) on one side (Capitol
SPRO-9945) with a listed and actual time of 4:28. It
actually was just an early fade of the 4:39 lp/45
version...bummer!

I have that 45 too, and this seems like another in the long series of "why did they bother". Fading down a four and a half minute song 11 seconds early and making a special promo of it?
By 1983, pretty well all promo 45s were stereo/stereo (as opposed to stereo/mono) - doesn't it cost labels more money to make another lacquer rather than just putting the same one on both sides?

Can anyone describe the start and end points of the fade
to create the 'edited version'?
