I have a vinyl dub in my library from an unknown source
which is labeled "long 45", with a runtime of 4:15.
I'm not very familiar with this song, but does anyone
know if they're two commercial 45 versions?

Yes, there are two listings on Discogs for commercial US pressings with a runtime of 3:23. The Promo CD Single is listed by Discogs as running 3:40, but on the disc itself, the running time is listed as 3:23.

By the way, the longer 45 running around 4:15 is not the Album Version, because the song runs over 5 minutes on the full-length album. I've never heard either the long or short 45 versions, so I can't say if they're edits, early fades, remixes or such.

I wish I could help with the promo CD details, but that is literally the ONLY promo CD single for a 1988 Hot 100 charting song that I haven't been able to track down but know exist (not counting 3-inch promo CD singles, which I really haven't been trying to find).
In fact, there are only TWO Hot 100 charting songs from the '80s that I still need to find on promo CD singles that I know exist. Aside from Brenda K. Starr, the other one is Escape Club "Walking Through Walls" (Live) (PR 2751-2).
