I bought it mainly to get the B-side, "Green-Tinted Sixties Mind", which got some airplay on FM rock stations prior to "To Be With You" becoming a hit.

It appears there are two CDs that don't have this :06 introduction:

Monster Ballads (Razor & Tie 89024)
1990 - #1 Radio Hits - 1994 (JCI 3197)

It seems I remember always hearing this song on the radio without the introduction. That said, I'm wondering if the above CDs contain what might be the radio edit. Does anyone have a DJ copy of "To Be with You" who can confirm this?
