FWIW, I have the cassette single (Atlantic 4-87580), and can report that it has the full intro with the laughter and the guitar, in line with what Todd stated in the first post in this thread. I can confirm that the DJ CD single of "To Be with You" does not have a :06 introduction with laughter or a guitar pluck. It has a one-second intro containing the bass slide, and the singing begins at :01. Both the commercial single and album version of Mr. Big's "To Be with You" contain a :06 introduction that starts with laughter and the plucking of a guitar string. It appears there are two CDs that don't have this :06 introduction:

Monster Ballads (Razor & Tie 89024)
1990 - #1 Radio Hits - 1994 (JCI 3197)

It seems I remember always hearing this song on the radio without the introduction. That said, I'm wondering if the above CDs contain what might be the radio edit.
