I just obtained one of the promo 45s for "Dream Police," and it contains the long and short versions. The short version, as Pat has noted in the database, has a listed and actual time of 3:14.

There is an out-of-sequence edit toward the end that removes the string/guitar solo. To acheive a seemless sounding edit, they cut before the word "raid" at 2:37 and inserted the earlier occurance of this segment that starts at 0:55. It then cuts back to the end before the word "dream" which occurs at 3:18.
