Again, I only have a DJ 45 for this. Both sides have a listed time of (3:50), but an actual time of (4:18). If the commercial 45 is the same (which I consider highly likely), the good news is that all database CDs, at either (4:17) or (4:19), are in fact the 45 version. A time notation in the database would be all that's needed.

The database currently states: "the actual 45 running time is (4:18), not (3:50) as stated on the record label", so should we take this to mean this is the case for both commercial and DJ copies of the 45?

Todd, I have just acquired a commercial 45 for this. It is stereo, and does also feature a listed time of (3:50) and an actual time of (4:18), same as the earlier-referenced promo 45 does.
