I have a CD of the Beach Boys entitled "All-Time Greatest Hits", one of Capitol's "Ten Best Series". It's a CEMA disc with the number 57355. (It's matrix number is 63354-5P). Copyright date is 1990.

The song lineup is exactly the same as that given in Pat's book as "Best Of The Beach Boys", with the number 19707, also a "Ten Best Series".

Both discs have the same song versions, including the alternate Mike Love single-tracked portion of "Wouldn't It Be Nice".

Evidently EMI-Capitol issued the same CD under two different names and numbers.

I have a December 1991 US CEMA catalog and this "All-Time Greatest Hits" cd is not listed. I also have a CD International catalog from Winter 1991/1992 that lists cd availability throughout the world and this cd shows up but for sale in Canada only so I suspect you have a Canadian import.
