I'll do my best. From the original 5:16 version, the
version on promo only eliminates the vocals at the
beginning before the music starts and just has the music
intro before the "hey hey hey" kicks in at the :14 mark.
There is no overlap of music and vocals like the original.
The ending ends with "what's going on" and then cold ending
with slight fade. This was the version I heard in major
market radio (Boston/NY) back then.

I can't attest to where the NYC radio stations got things but my college played the 4:14 because I remember trying to find a cd promo for it at Tower Records in Manhattan while going to NYU and could not find it. The video you showed isnt anything close to what I remember and the long versions on the cd maxi are not it either.

It wasn't until I was in Brooklyn for the weekend visiting my Ave U Compact Disc Shoppe that he pointed out to me it was on the latest NOW UK comp. I bought the comp and played the hell out of it.

This promo only stuff is a first for me, never knew it even existed on it or they put it out.

When I get the chance, I'll listen to the cassette single and see what it sounds like (it's been about 28 years,
since I last listened to it!).

Interestingly, the Promo Only track list specifically says "Promo Only Edit" for "What's Up." This means they created their own edit, so it's likely exclusive to that disc.

That also means the version on the cassette is exclusive to that cassette and never made CD....
