Definitely does on the commercial 45 I have. 7-27824-A SR1 is the deadwax info.

I've listened to John's audio file... I do hear the pitch "flutter" at the 3:14-3:15 mark, but I can also detect it during other parts of the song, especially during the first minute. Like Ron pointed out, this problem doesn't exist on Peter Cetera's "One Good Woman" promo CD single.

I suspect John's 45 could either be slightly warped or have some dirty grooves, though I'm not a vinyl expert on such matters.

database still shows "LP version" for this track. From what I read in this
thread, the 45 and CD single are both an early fade of the LP version.

I just gave this song a listen on the "Love, Glory, Honor & Heart" CD Box set that Warner released in 2021... the set has both the
LP and Single Edit versions of "One Good Woman", and they both have a noticeable downward pitch bend at the 3:14-3:15 mark.

The same pitch bend is noticeable in the official music video, as posted by Warner Music Vault:
