According to the latest edition of Joel Whitburn's "Top Pop Singles", State Of The World was issued as a 45 so perhaps we could ask Paul Haney to contribute what information he has regarding this issue.

Not positive, but I'm pretty sure that's a reissue on the Collectibles label, with "Miss You Much" as the flip. |

But this wasn't an official commercial single release during the song's airplay run in 1991, right? If it was, then "State of the World" would've been eligible to chart on the Billboard Hot 100 (which it wasn't).
