I remember reading a while back someone mentioning the promo remix edit could be recreated from the full 12" mix. Has anyone tried it? I remember attempting, but I think something might have not worked out right. Maybe I messed up...anyone? Thanks!

Nope, it cannot be re-created from the 12" mix. The opening drum beats and the fade out of the edited version are unique.

However, the opening drum beats are on the dub version of Dress You Up, which is on the Japanese maxi CD single, so it's only necessary to take the fade out from vinyl.

Not yet. And I kind of doubt it will be. Most of the
remix edits that have been issued recently were
commercially released on vinyl somewhere in the world,
back in the day. If something was a promo-only release,
it seems like it usually hasn't been part of the reissue
campaign. (For example, the Movie House Edit was not a
part of the "Causing a Commotion" EP.)
All of the "True Blue" album remix edits were reissued as
downloads, but those were the commercial 45 versions in
most of the world.
I doubt that whoever is in charge of the reissue campaign
has an actual rule about not including the promo-only
edits, but this seems to be the general pattern.

The reissue campaign has been very aggravating and
should have started 15 years ago to coincide with the
Celebration greatest hits release.
I've got it pieced together using the Japanese EP in
Audacity I just need a good vinyl rip for the fade.
Hopefully someone can help. Big fan of the remix
edits and wish there was one for Who's That Girl.
UPDATE: Found some time to tinker with this tonight and
it can be recreated using "The Casual Instrumental Mix"
and "The 12 Inch Formal Mix". I used the first 8 seconds
of the instrumental and switched to the 12" at the 28
second mark. If anyone wants more detailed info I'll be
happy to share.

It's not really a dub but a proper remix instrumental
version. It's labeled "The Casual Instrumental Mix" and
can as Brian states be found in another source. It is the
1995 German reissue CD single (it was distributed in the
UK and rest of Europe but manufactured and printed
in Germany). It is seriously inferior sounding compared
to the Japanese "Dress You Up/Ain't No Big Deal" CD EP
originally released in 1986, reissued in 1990 and finally
1997.

I had to use a copy of the promo 45 for the fade out. As the edit is about to fade out, the corresponding part of the 12" version goes to an instrumental section, whereas the edit continues to have vocals.

I copied 4:32.4 thru 4:41.4 and pasted at 4:53.4
Then I added a 12 second fade at the new 4:51 mark. This
is of course without having made any other edits. There
are a few missing plucks of the guitar in 9 seconds of
the fade but the vocals are there and...it's just the
fade. Until I get a turntable and a copy of the 7" promo
this will have to be as close as I can get to recreating
it. Honestly I'm quite satisfied because I love the remix
but I'm not always in the mood for 5+ mins of it. I'll be
replacing the album version with the Remix Edit in my
"Madonna top 40 singles" playlist.

Correct, the instrumentation on the remix/edit is different on the ending than what is found from 4:32 to 4:41, and it's a different vocal. The 12" version edits this section out. You can tell it's edited, because on the unedited section from the promo 45, you hear "oh yeah, love you boy," but on the 12" mix you only hear "yeah, love you boy."
