From 1963 through 1973, Billboard published a Christmas Singles chart and did not show Christmas singles on the "Hot 100," charting them only on the special Christmas chart. Billboard again charted Christmas singles on the Hot 100 from 1974 through 1982. From 1983 through 1985, Billboard resumed publication of the Christmas Singles chart and simultaneously charted some Christmas singles on the Hot 100. In 1986, the Christmas Singles chart was dropped."

And that explanation was taken directly from page 668 of the Pop Singles Annual 1955-86 by Record Research:)

Though, looking at the new Record World book, it doesn't look like Record World was charting Christmas singles on their pop chart at that time, as the Jackson 5's "Santa Claus is Comin' to Town" did not chart that year, either, and that's another one that charted in Cash Box.

Maybe not that particular year, but "Happy Xmas (War Is Over)" by John Lennon did hit #28 in 1971 (there are other examples in other years as well).

Just for the heck of it, I went back into the Billboard issues for December of 1970 and found one mention of "Feliz Navidad" on their Best Of The New Christmas Singles List in the issue dated December 5, 1970...so they at least knew it was out there!
